141.02 COMPLEMENT OF THE DEPARTMENT.
   The Police Department shall consist of the Chief of Police and regular officers and auxiliary officers. The number of such officers is to be determined by the Chief of Police, with the approval of Council and the Mayor. Both regular and auxiliary officers shall be considered members of the Police Department.
   (a)   The Chief of Police is empowered to operate and control the Police Department as he deems necessary for the safety of the people of the Village, under direction of the Mayor. The Chief of Police is responsible for the appointment, training and scheduling for duty of all Police personnel.
   (b)   One of the regular officers shall be appointed Police Lieutenant, or Deputy Chief of Police, to act as the administrative assistant to the Chief of Police, in addition to regular assigned patrol duties.

   (c)   Police auxiliary officers shall be appointed to act as scheduled or when needed. Police auxiliary officers can be utilized to cover any patrol shift as needed to allow for shift coverage. Each police auxiliary officer shall be on duty for a minimum of twenty-four (24) hours per month in order to maintain active status. Active status shall be a requirements for the position of auxiliary officer.
