(a) All buildings used for human occupancy or habitation in the Village which receive water supply from the Village Water Department shall comply with the following standard for supply pipes and valves.
(1) Each building shall be equipped with stopcocks and wastecocks or valves and bleeders which can be used to shut off the water supply to that building.
(2) Such stopcocks and wastecocks or valves and bleeders shall be easily accessible and shall be provided on the main water supply.
(b) The Utica Water Department shall require compliance with this section as a pre- condition for connecting all new service and as a pre-condition for reconnecting water service after service has been disconnected for any reason. Before connecting or reconnecting water service, the Utica Water Department shall make an inspection of the building to be connected or reconnected and shall determine through that inspection that this section has been complied with.
