§ 160.52 CEMETERIES AND MAUSOLEUMS.
   Access to cemeteries and mausoleums shall be limited to arterial streets, or collector streets with the express permission of the City Engineer. Access drives shall be designed to minimize traffic congestion, and in particular shall provide off-street parking that will reasonably accommodate average and ordinary funeral processions without obstructing any public street. A buffer yard with a minimum width of 20 feet and including a wall having a minimum height of six or a coniferous hedge having a minimum width of three feet and height of six feet shall be provided and permanently maintained along all property lines that adjoin properties that are zoned or planned for residential use.
§ 160.53 RETAIL SALES BY PRIVATE CLUBS, LODGES, ET AL.
   Private clubs, lodges and other membership-only establishments that are not adult businesses may conduct retail sales that are directly associated with the establishment for members and their guests, provided that:
   (A)   There shall be no external evidence of any gainful activity, however incidental, or any access to any space used for retail operations other than from within the building; and
   (B)   That there shall be no harm to adjacent existing or potential residential development due to traffic generation, noise or other circumstances.
§ 160.54 MANUFACTURED DWELLING PARKS.
   Where allowed by approval of a conditional use, manufactured dwelling parks shall be subject to the following requirements and any additional standards or conditions that may be required by the Board of Adjustment.
   (A)   The minimum size of a manufactured dwelling park shall be five acres.
   (B)   The maximum density shall be seven dwelling units per acre.
   (C)   The minimum dimensions of a manufactured dwelling lot shall be 50 feet wide by 85 feet long, and not more than one manufactured dwelling, mobile home, or other dwelling unit shall be parked or constructed on each lot.
   (D)   The minimum side yard setback for each manufactured dwelling space shall be eight feet; the minimum rear yard setback shall be 25 feet, excluding any buffer yards or landscaped setbacks; and the minimum front yard setback shall be 30 feet.
   (E)   Each manufactured dwelling lot shall have a minimum of two parking spaces.
   (F)   Manufactured dwelling parks shall be improved in accordance with the requirements of the Subdivision Code, as defined and required therein. All park improvements shall conform to the Comprehensive Plan; Zoning Code, Statewide Urban Design and Specifications (SUDAS) as adopted and amended by the city; Parkland Code; and all other applicable city and state regulations. All manufactured dwelling lots shall be served by public sanitary sewers; water mains; storm sewers and other drainage improvements; streets; sidewalks and trails; parks and park infrastructure; to be designed and constructed by the developer as park or subdivision improvements in full accordance with the Subdivision Code, and in particular § 159.07.
   (G)   Each and all dwelling units shall be connected to the park’s water and sanitary sewers.
   (H)   A buffer yard having a minimum width of 50 feet shall be provided on all perimeter boundaries of the manufactured dwelling park. The buffer yard shall be planted and maintained as two rows of coniferous overstory trees having a planting size of not less than four to five feet, spaced not more than 12 feet on-center between plant s in the same rows, and between rows, with plantings staggered to center the plants in one row in the space between plants on the other row, and in addition thereto shall include a six-foot high opaque wood fence or masonry wall.
   (I)   No manufactured dwelling unit shall be rented for a period of less than 30 days.
   (J)   The park shall be landscaped on a per-acre basis as follows, in addition to the required provided, exclusive of buffer yard plantings: four overstory trees, one understory tree; and six shrubs.
   (K)   No mobile home shall be permitted in any new park. All manufactured dwellings shall be new, and to have not been structurally damaged or altered in any manner.
   (L)   Dwellings shall be placed on and anchored to support systems in accordance with the state regulations, provided that all support systems shall extend below the frost line.
   (M)   A building or buildings capable of sustaining tornado force winds and other severe weather situations shall be provided of such size necessary to provide safe shelter to all residents of the park, as determined by standards set by the Federal Emergency Management Agency, State of Iowa, or other qualified entity that is acceptable to the city. Such shelters shall be placed in a location that is reasonably central, and shall be operated in a manner that makes the shelter easily and readily accessed by the park residents at the time of any emergency.
§ 160.55 RECREATIONAL VEHICLE PARKS AND CAMPGROUNDS.
   Recreational vehicle parks and campgrounds may be allowed upon approval of a conditional use, subject to the following requirements and any additional standards or conditions that may be required by the Board of Adjustment.
   (A)   The minimum size of a recreational vehicle park or campground shall be five acres.
   (B)   The maximum number of recreational vehicle sites or campsites shall be 15 per acre.
   (C)   Minimum dimensions of a recreational vehicle site or campsite shall be 25 feet wide by 40 feet long, and not more than one recreational vehicle, tent or other habitable structure shall be parked or erected on each site or campground.
   (D)   Each recreational vehicle space or campsite shall be separated from other recreational vehicle spaces or campsites by a yard not less than 15 feet wide.
   (E)   There shall be one and one-half automobile parking spaces for each recreational vehicle site and one for each campsite.
   (F)   The park shall connect to a public sanitary sewer system and Urbandale Water Utility system, all in accordance with the requirements of the Urbandale Plumbing Code, applicable Sewer District and Water Utility.
   (G)   No recreational vehicle shall be occupied by the same family for more than 31 days. Each recreational vehicle shall be fully licensed; shall remain on its wheels or jacking system and be attached to the site only by quick disconnect type utilities and security devices; and shall not have any permanently attached additions. No recreational vehicle shall be allowed to remain in the park or campground for more than 31 days unless it is unoccupied and is being stored on a temporary basis.
   (H)   A building or buildings capable of sustaining tornado force winds and other severe weather situations shall be provided of such size necessary to provide safe shelter to all guests or residents of the Park, on the basis of and assumed three-person occupancy for each space or campsite, and as determined by standards set by the Federal Emergency Management Agency, State of Iowa, or other qualified entity that is acceptable to the city. Such shelters shall be placed in a location that is reasonably central, and shall be operated in a manner that makes the shelter easily and readily accessed by the park residents at the time of any emergency.
