§ 32.125 LANDSCAPING PLAN.
   This subchapter shall set the following landscape parameters for the planting of trees.
   (A)   The city’s zoning regulations (Chapter 160), site plan regulations (Chapter 157), planned unit development regulations (Chapter 160) and other city instruments shall prevail and determine the landscaping plans for all private development.
   (B)   The city’s Parks and Recreation Department shall plant, remove and replace trees on a fiscal year basis on public property with or without a landscaping plan.
   (C)   The Tree Board shall prioritize, at the request of the Parks and Recreation Commission, and prior to or as a part of the city’s annual budget development process, an annual landscaping plan and associated expenditures for each public property identified in the Tree Board’s annual forestry plan. The Tree Board’s annual forestry plan should identify:
      (1)   DISCOURAGED TREES, defined as those trees that tend to be susceptible or to spread disease, or which do not provide desired qualities for color, endurance, foliage, shade, shape, strength or variety; these trees to be identified in the forestry plan by the common name and scientific name of each tree;
      (2)   MORATORIUM TREES, defined as those trees that may exhibit the qualities of the recommended trees, but are determined to be over planted in the vicinity; these trees to be identified in the forestry plan by the common name and scientific name of each tree;
      (3)   PARTNERSHIP WITH UTILITIES TREES, defined as those trees from the recommended list to be planted on public property as part of a joint forestation project between the city and a utility; these trees to be identified in the forestry plan by the common name and scientific name of each tree;
      (4)   RECOMMENDED TREES, defined as those trees that tend to resist disease, or which provide desired qualities for color, endurance, foliage, shade, shape, strength or variety; these trees to be planted on public property to be identified in the forestry plan by the common name and scientific name of each tree; and
      (5)   SPECIAL EVENT TREES, defined as those trees from the recommended list to be planted on public property as part of a special community-wide event; these trees to be identified in the forestry plan by the common name and scientific name of each tree.
