All signs and parts thereof, including, but not limited to, electrical wiring and fixtures, supports, faces, lighting, braces, guys and anchors, shall be kept in good repair at all times, and shall be kept neatly painted or otherwise treated to prevent rust and similar unsightly deterioration and weathering.
