(A) Whenever any permit holder, moving a building along any street or alley, shall willfully or negligently permit the building, while in transit, to remain upon any street, alley or sidewalk, the Director of Engineering and Public Works is hereby authorized to remove the same to any point or place where the same shall not obstruct travel or inconvenience the public.
(B) He or she shall keep an account of the expense of the removal and the permit holder shall be liable to the municipality on his or her bond for the expense.
