(A) The right of appeal to the City Council shall be afforded an applicant for an after hours business license or for a renewal license whose license has been denied by the City Clerk. The appeal shall be in writing and filed with the City Clerk’s office within ten days after notice of denial is sent by ordinary mail.
(B) Any applicant who feels aggrieved by a decision of the City Council penalizing, suspending, revoking or disapproving issuance of a license may appeal from the decision within 30 days to the Polk County District Court.
