(A) The purpose of this chapter is to provide for the reasonable regulation of after hours businesses within the city.
(B) The City Council finds that the existence of after hours businesses, which allow on premises consumption of alcohol during early morning hours, in the greater Des Moines metropolitan area has caused detrimental effects on the health, safety, welfare and quality of life of residents, visitors and upon cities in general.
(C) Based on these findings, the City Council has deemed it necessary to enact regulations for after hours businesses in the city.
