§ 31.115 APPOINTMENT.
   (A)   The Council shall appoint the City Manager by majority vote of the entire Council at a regular meeting. The appointment shall be solely on the basis of administrative qualifications.
   (B)   The City Manager, once appointed, shall become a resident of the city.
