For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
HICKMAN ROAD, DOUGLAS AVENUE, MEREDITH DRIVE, NW URBANDALE DRIVE/HIGHWAY 141, 100TH STREET, 86TH STREET, MERLE HAY ROAD AND RAMP TERMINAL ZONES. For the purpose of this subchapter, means an area in the city and Polk County comprised of the following.
(1) RAMP TERMINAL ZONES. The off ramp terminals located where Interstate 35/80 exits to and intersects with Hickman Road, where Interstate 35/80 exits to and intersects with Douglas Avenue, where Interstate 35/80 exits to and intersects with Meredith Drive, where Interstate 35/80 exits to and intersects with NW Urbandale Drive/Highway 141, where Interstate 35/80 exits to and intersects with 100th Street, where Interstate 35/80 exits to and intersects with 86th Street, and where Interstate 35/80 exits to and intersects with Merle Hay Road, which would include the entire off ramp paved surface and the additional area consisting of 16 feet from the edge of the paved surface.
(2) HICKMAN ROAD ZONE. The area in the city 150 feet east and west of the Ramp Terminal Zone (area where Interstate 35/80 intersects with Hickman Road) which would include the entire paved surface of Hickman Road and the additional area consisting of 16 feet from the edge of the paved surface.
(3) DOUGLAS AVENUE ZONE. The area in the city 150 feet east and west of the Ramp Terminal Zone (area where Interstate 35/80 intersects with Douglas Avenue) which would include the entire paved surface of Douglas Avenue and the additional area consisting of 16 feet from the edge of the paved surface.
(4) MEREDITH DRIVE ZONE. The area in the city 150 feet east and west of the Ramp Terminal Zone (area where Interstate 35/80 intersects with Meredith Drive) which would include the entire paved surface of Meredith Drive and the additional area consisting of 16 feet from the edge of the paved surface.
(5) NW URBANDALE DRIVE/HIGHWAY 141 ZONE. The area in the city 150 feet north and south of the Ramp Terminal Zone (area where Interstate 35/80 intersects with NW Urbandale Drive/Highway 141) which would include the entire paved surface of NW Urbandale Drive south of Interstate 35/80 and the additional area consisting of 16 feet from the edge of the paved surface, and which would include the entire paved surface of Highway 141 north of Interstate 35/80 and the additional area consisting of 16 feet from the edge of the paved surface.
(6) 100TH STREET ZONE. The area in the city 150 feet east and west of the Ramp Terminal Zone (area where Interstate 35/80 intersects with 100th Street) which would include the entire paved surface of 100th Street and the additional area consisting of 16 feet from the edge of the paved surface.
(7) 86TH STREET ZONE. The area in the city 150 feet north and south of the Ramp Terminal Zone (area where Interstate 35/80 intersects with 86th Street) which would include the entire paved surface of 86th Street and the additional area consisting of 16 feet from the edge of the paved surface.
(8) MERLE HAY ROAD ZONE. The area in the city 150 feet north and south of the Ramp Terminal Zone (area where Interstate 35/80 intersects with Merle Hay Road) which would include the entire paved surface of Merle Hay Road and the additional area consisting of 16 feet from the edge of the paved surface.
PANHANDLING. For the purpose of this subchapter, is any solicitation made in person requesting an immediate donation of money or other thing of value. Purchase of an item for an amount far exceeding its value, under circumstances where a reasonable person would understand that the purchase is in substance a donation, is a donation for the purpose of this section. However, PANHANDLING does not include passively standing or sitting with a sign or other indication that one is seeking donations, without addressing any solicitation to any specific person other than in response to an inquiry by that person, as long as the individual maintains the distance set forth in the definition for Hickman Road, Douglas Avenue, NW Urbandale Drive/Highway 141, 86th Street, Merle Hay Road and Ramp Terminal Zones.
PERSON. Includes both individual persons and organizations.
