Public meetings, religious, political or otherwise, including picnic parties and entertainment for charitable or religious purposes, may be held in any public park upon first obtaining permission from the Director of Parks and Recreation. These assemblages shall be conducted in a lawful and orderly manner, shall be under the supervision of a Parks Department employee and shall occupy the ground or building as may be assigned to or reserved for them.
