The provisions of these traffic chapters applicable to the drivers of vehicles upon the highways shall apply to the driver of any vehicle owned by or used in the service of the United States government, the state, the county or the city, and it shall be unlawful for any driver to violate any of the provisions of these chapters, except as otherwise permitted in these chapters or by state law.
