§ 30.11 ADMINISTRATIVE ORGANIZATION.
   (A)   The administrative organization of the city is established with the following departments.
      (1)   Community Development. This Department is headed by a Director and is responsible for municipal programs which preserve and improve the community’s physical and housing environment. Zoning administration, building inspection and related functions are assigned to the Community Development Department.
      (2)   Economic Development. This Department is headed by a Director and is responsible for the city’s policies and programs for business growth and retention.
      (3)   Engineering and Public Works. This Department is headed by a Director and is responsible for the design and construction of public utilities, streets and other public properties. In addition, this Department is responsible for community health and environment through maintenance and operation of the public streets, the disposal systems for solid and liquid waste and the municipal motor pool.
      (4)   Finance and Records. This Department is headed by a Finance Director and is responsible for accounting for the receipts and expenditure of public funds, the maintenance and preservation of public records and documents.
      (5)   Fire/EMS. This Department is headed by the Fire Chief and is responsible for the provision of fire and rescue services, emergency medical services (EMS) and emergency preparedness.
      (6)   Human Resources. This Department is headed by a Director and is responsible for establishing standards of efficiency for city recruitment and retention of employees, personnel policies, compliance with federal and state labor laws and to provide training and education opportunities.
      (7)   Information Technology (IT). This Department is headed by a Director and is responsible for planning, designing, implementing, operating and coordinating the city’s information technology systems and networks, either directly or by oversight when carried out by other departments or outside vendors.
      (8)   Library. This Department is headed by a Director and is responsible for the municipal library services and related duties delegated by the Library Board of Trustees. The Director cooperates with the City Manager on administrative and financial matters.
      (9)   Parks and Recreation. This Department is headed by a Director and is responsible for the municipal programs and services which preserve and improve the community’s social, cultural and leisure time activities and facilities.
      (10)   Police. This Department is headed by a Police Chief and is responsible for the maintenance of the public peace and safety, civil defense, crime prevention and the detection and arrest of persons who have violated state, local or federal laws.
      (11)   Water. This Utility is headed by a Water Utility General Department Manager and is responsible for the provision of municipal water supply and service and related duties delegated by the Water Board of Trustees. The Water Utility General Manager cooperates with the City Manager on administrative and financial matters.
   (B)   The head of each department exercises those powers and duties as may be prescribed by the Iowa Code, this code of ordinances and/or delegated by the City Manager as being consistent with the duties of the position. All department heads, except for heads of the Water Utility and Library Department, who are responsible to their respective appointed boards, are responsible to the City Manager for the efficient and effective operation and administration of their respective Departments. The City Manager may, with the approval of the Council, establish and/or transfer administrative functions and duties deemed necessary to the efficient and effective performance of municipal activities.
