§ 57.02 DEFINITIONS.
   For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   COLLECTOR. Any person authorized to gather solid waste from public and private places.
   COMMERCIAL PREMISES. Any business, industry, institution, church or nonprofit organization and all multi-family dwelling units classified as apartment complexes or condominiums.
   DISCARD. To place, cause to be placed, throw, deposit or drop.

   DWELLING UNIT. Any room or group of rooms located within a structure and forming a single habitable unit with facilities which are used, or are intended to be used, for living, sleeping, cooking and eating.
   IDNR. The Iowa Department of Natural Resources.

   LITTER. Any rubbish, trash, refuse, waste materials or debris.

   OWNER. In addition to the record titleholder, any person residing in, renting, leasing, occupying, operating or transacting business in any premises, and as between those parties the duties, responsibilities, liabilities and obligations hereinafter imposed shall be joint and several.
   RESIDENTIAL PREMISES. A single-family detached dwelling or a duplex. Single-family attached dwelling units or row-type housing units having individual ownership shall be considered RESIDENTIAL PREMISES regardless of the total number of those units which may be included in a given housing development, provided that an agreement for collection is entered into between the homeowners’ association and the city and facilities provide storage for individual containers for each dwelling.
   RESIDENTIAL WASTE. Any solid waste generated on the premises as a result of residential/household activities and fitting into an approved container or properly bundled in accordance with this chapter. Only RESIDENTIAL WASTE accepted at the Metro Transfer Station operated by Metro Waste Authority is allowed in the residential waste stream.
   SANITARY DISPOSAL. A method of treating solid waste so that it does not produce a hazard to the public health or safety or create a nuisance.

   SANITARY DISPOSAL PROJECT. All facilities and appurtenances including all real and personal property connected with the facilities, which are acquired, purchased, constructed, reconstructed, equipped, improved, extended, maintained or operated to facilitate the final disposition of solid waste without creating a significant hazard to the public health or safety, and which are approved by the Director.

   SOLID WASTE.
      (1)   Garbage, refuse, rubbish and other similar discarded solid or semisolid materials, including, but not limited to, those materials resulting from industrial, commercial, agricultural and domestic activities.
      (2)   SOLID WASTE may include vehicles, as defined by Iowa Code § 321.1, subsection 1.

   WASTE STORAGE CONTAINER. Any approved storage container used to store solid waste, recyclable materials or yard waste.
