The WRA Director may deny a wastewater discharge permit to any user whose discharge of material to the POTW, whether shown upon application, including test results submitted by the applicant, or determined alter inspection or testing conducted by the WRA or its operating contractor, is not in conformity with this subchapter or whose application is incomplete or does not comply with the requirements of § 52.023.
