Bias based profiling in law enforcement programs alienates residents, fosters distrust of law enforcement by the community, invites media scrutiny, legislative actions and judicial interventions. The Urbandale Police Department shall prohibit bias based profiling by employees of the Department. The Department shall also provide training to all employees of the Department on issues related to bias based profiling. The Department shall ensure employees observe, respect and protect the constitutional rights of all persons.
