§ 117.11 ADMINISTRATION.
   The City Manager or his or her designee shall:
   (A)   Collect any applicable fees from all owners or operators of facilities using public rights-of-way in the city;
   (B)   Audit any franchise fees or payments owed to the city;
   (C)   Publish from time to time a schedule of application and hearing fees, which shall be designed to recover the city's costs in processing applications hereunder and may provide specially for hearing fees in those cases where hearings are required;
   (D)   Be responsible for the continuing enforcement of all terms and conditions of franchises under this chapter.
