All grantees will reimburse the city for its internal and out-of-pocket costs, including but not limited to attorneys' and consultants' fees, actually and reasonably incurred by the city in connection with an application for an initial franchise under this chapter, as determined by the city after it takes action on the application. Any application fee submitted with the application will be credited against this amount. The applicant will remit to the city payment for such costs within thirty days of its receipt of the city's invoice.
