Upon compliance with the provisions and requirements of Sections 723.07 to 723.22 and upon the determination by the Director of Finance that the applicant filing an application, as provided in Section 723.09, is of good moral character and that the operation of the mechanical amusement device with reference to which the application is filed at the place specified in the application will not be detrimental to the public peace, safety and welfare, and the payment of the requisite license fee, the Director shall be authorized to issue a license to the applicant, which license shall permit the maintenance, exhibition and operation, at the place specified in the application, of one or more mechanical amusement devices described in the application.
