No license required by Section 711.07 shall be issued, as provided in Sections 711.05 to 711.22, unless the person applying therefor first pays to the City an annual license fee equal to the amount of twenty dollars ($20.00) for the first billiard table and the amount of ten dollars ($10.00) for each additional billiard table located, exhibited or maintained for use in the billiard room in question. Fees so paid shall be deposited to the General Fund of the City.
