Upon compliance by the applicant as required in Section 711.07 with the provisions and requirements of Sections 711.07 to 711.22 and the determination by the Director of Finance that the applicant is of good moral character and that the operation of a billiard room at the location specified in the application will not jeopardize the public peace, safety, comfort and welfare and upon the payment of the license fee prescribed in Section 711.17, the Director may issue to the applicant a license which permits the establishment, maintenance and operation of a billiard room at the location specified in the application for the license.
