351.19 PARKING TIME LIMITATIONS.
   (a)   For the public's general convenience and to ensure equitable use of individual parking spaces, the Director of Administration is authorized to issue regulations establishing time limitations on the use of individual parking spaces (as designated by him under Section 305.02) on the public streets and in City-owned parking lots used for off-street parking.
   (b)   The Director of Administration may, from time to time, change or temporarily suspend the regulations established when, in his judgment, it will promote the public interest, safety and the policies of subsection (a) above. He shall employ such person or persons as may be necessary to implement the provisions of this section.
   (c)   The Director of Administration may also issue regulations governing the removal and impounding of vehicles parked in violation of the regulations established by him hereunder and provided for the recoupment of the costs of towing, storage and similar charges.
