149.09 GRADING.
   (a)   All examinations shall be graded by the examiners, and the results certified to the Commission. Examinations shall be graded by statistical methods which proportion and convert individual scores on a scale where one hundred percent (100%) represents the highest possible attainment and seventy percent (70%) represents the minimum acceptable attainment, unless another maximum score or minimum passing score is established by the testing service. In order to be placed on the eligibility list, an applicant shall attain the minimum passing score in the final general average of all of his or her test scores. However, the Director, with the approval of the Commission, may require a minimum passing score in some specific part of an examination as published in the announcement, and the failure of the candidate to make such requirement in that part of the examination shall disqualify the applicant in the entire examination.
   (b)   The weights of the various parts of each examination shall be determined by the Director and filed with the Commission prior to the examination, and shall be applied uniformly in determining each applicant's final grade.
   (c)   An applicant who has served on active duty in the armed forces of the United States for a continuous period of two years or more and has been honorably discharged shall receive five points credit in addition to the test score. When a candidate has been honorably discharged with more than one year but less than two years of service, points shall be prorated on a daily proration starting with zero points for one year (365 days) and five points for two years (730 days).
   Participation in the National Guard, ROTC or any inactive military service shall not be eligible for the military service credit. Military service credit points shall not be added until a passing score is attained. Military service credit points shall not apply to any promotional examination.
