933.01 CREATION AND ADMINISTRATION OF MULCHING/COMPOST SYSTEM.

There is hereby created within the City a mulching/compost system of the City. The City Administrator shall have direct control over said system and the day-to-day operation of said system shall fall within the City Public Works Division.
