In the event of any excavating, repairing or disturbance of the surface or substratum within the boundaries of any street, proper and adequate warning lights, fences, guards and signs shall be placed and the Director of Administration shall have authority to determine whether the same are proper and adequate, and if they are not, to direct what proper protection shall be placed.
