521.18 WATER EMERGENCY.
   (a)    A "water emergency" shall be deemed to exist when the water supply of the City or the capacity of the City water works system to deliver water is approaching levels at which water conservation will be required to preserve the ability of the City to deliver sufficient water to each user to insure the health and welfare of the residents of the City.
   (b)    When a water emergency exists, the Mayor of the City shall issue a declaration proclaiming the existence of a water emergency and shall include a description of the conservation measures required and the penalties for violation of the conservation requirements. Furthermore, the announcement shall include the date water conservation shall begin, which date shall be no sooner than three days after the announcements. Water conservation shall continue until such time as the Mayor declares the water emergency has ended.
   (c)    When water conservation is required, the use and withdrawal of water by any person or entity, using water from the City water works system whether in or outside the City, for the following purposes is hereby prohibited:
      (1)   Watering yards. The sprinkling, watering or irrigating of shrubbery, trees, lawns, grass, ground covers, plants, vines, gardens, vegetables, flowers or any other vegetation.
      (2)    Washing mobile equipment. The washing of automobiles, trucks, trailers, trailer-houses, railroad cars or any other type of mobile equipment.
      (3)    Cleaning outdoor surfaces. The washing of sidewalks, driveways, filling station aprons, porches and other outdoor surfaces.
      (4)    Cleaning buildings. The washing of the outside of dwellings; the washing of the inside or outside of office buildings.
      (5)    Cleaning equipment and machinery. The washing and cleaning of any business or industrial equipment and machinery.
      (6)    Ornamental fountains. The operation of any ornamental fountain or other structure making a similar use of water.
      (7)    Swimming pools. Swimming and wading pools not employing a filter and recirculating system.
   (d)    The Mayor shall have the authority to permit a reasonable use of water in any case necessary to maintain adequate health and sanitation standards.
      
   (e)    Every police officer of the City shall, in connection with his duties imposed by law, diligently enforce the provisions of this section.
   (f)    Any person, firm or corporation violating any of the provisions of this section prohibiting the use or withdrawal of water shall be deemed guilty of a minor misdemeanor and upon conviction thereof shall be fined in an amount not exceeding one hundred dollars ($100.00). Each day such violation is committed or permitted to continue shall constitute a separate offense and shall be punishable as such hereunder.
   (g)    The Mayor shall have the authority to enforce the provisions of this section by the discontinuance of water service in the event of violation and conviction thereof.
