(a) No person being the owner, lessee, occupant or person in charge of any lot or parcel of land within the City, for which a grade or level has been established or approved by the City, shall alter such grade or any part of such lot or parcel of land unless such person first obtains a permit therefor from the City.
(b) Whoever violates this section is guilty of a minor misdemeanor. A separate offense shall be deemed committed each day during or on which a violation occurs or continues.
