There is hereby created a Property Maintenance Board of Appeals, consisting of five members, who shall be appointed by the Mayor to serve three year terms. Such appointments shall be confirmed by a majority vote of the members of Council. In establishing the Board two members shall be appointed to serve two year terms, and three members shall be appointed to serve three year terms. The Mayor may remove any of the members from the Board, without cause, with the consent of a majority of the members of Council, or any of the members may be removed from the Board, without cause, by the affirmative vote of six of the members of City Council. The Zoning Inspector shall be an ex-officio member but shall have no vote on any matter before the Board.
