131.02 ORIGINAL APPOINTMENTS.
   The following criteria shall be used in all original appointments to the City Police Department, other than for the position of Chief of Police:
   (a)   The requirements to apply for the position are as follows:
      (1)   Must be twenty-one (21) years of age, prior to the date of the examination;
      (2)   No person is eligible to receive an original appointment when he or she is thirty-five (35) years of age or older; unless
         A.   They have prior service in the Ohio Police and Fire Pension Fund, in which case, the maximum age limit shall be increased by one (1) year for each year of credit for previous service in the Ohio Police and Fire Pension Fund, or
         B.   They have prior service as a law enforcement officer which is eligible for service credit transfer to the Ohio Police and Fire Fund, in which case, the maximum age limit shall be increased by the eligible service credit the person demonstrates they are eligible to receive in the Ohio Police and Fire Pension Fund; and
            The person shall provide documenting evidence of eligible prior service credit to the Civil Service Commission of the City of Upper Sandusky prior to examination to be eligible for the increased age limit based on such service credit. The foregoing notwithstanding the maximum age limit of thirty-five (35) shall not be increased by more than fifteen (15) years; or
         C.   Having been a member of the City's Auxiliary Police Division for a minimum of six (6) months and must be under the age of forty (40).
      (3)   Must be a high school graduate; and
         A.   Must be a graduate of an Ohio Peace Officer's Training Council certified police academy; or
                 B.   Must have been employed as a sworn police officer having full police officer authority in the State of Ohio within the past twelve (12) months.
   (b)   The requirements for appointment to the position are as follows:
      (1)   Must successfully pass the civil service exam;
      (2)   Must have a valid Ohio driver's license at the time of appointment;
      (3)   Must have no criminal record other than minor traffic violations, and no more than four (4) BMV points in the last two (2) years;
      (4)   Must have three (3) references;
      (5)   Must be fingerprinted for purposes of a criminal background investigation;
      (6)   Must pass a medical examination and drug screen by the physician designated by the City, certifying that the applicant is free of cardiovascular and pulmonary diseases and show that he or she meets the physical requirements necessary to perform the duties a police officer in the City of Upper Sandusky, Ohio;
      (7)   If required by the City, must submit to a psychological examination by a psychologist designated by the City;
      (8)   If required by the City, must submit to a polygraph examination by a polygraphist designated by the City;
      (9)   Must execute and deliver an Authorization to Release Information form for purposes of conducting a background investigation.
   (c)   Applicants will be entitled to one of the following bonus test credits, if applicable:
      (1)   Any applicant for original appointment who is a resident of Ohio, who has completed service in the uniformed services as described in Ohio R.C. 124.23, who was honorably discharged or transferred to reserve duty with evidence of satisfactory service, and who otherwise meets the qualifications of that section, may file with the Civil Service Commission a certificate of service or honorable discharge for extra credit for such service. The Civil Service Commission shall grant additional credit of twenty percent (20%) of the total grade given in the examination to any applicant who files for the extra credit and qualifies provided that he or she has first received a passing grade on the examination. Requests for uniformed service credit must be submitted to the Civil Service Commission prior to participation in the examination and must, at that time, be accompanied by proof of uniformed service as described above. Uniformed service credit requested after the start of participation in the examination will not be honored; or
      (2)   Five percent (5%) credit added to a passing civil service examination for a current Upper Sandusky Police Auxiliary Officer.
