No owner shall permit or allow a motor vehicle, recreational vehicle or trailer to be parked or stored on residential real estate in the City unless the motor vehicle, recreational vehicle or trailer complies with each of the following:
(a) Has a current registration and/or license;
(b) Is located at least six (6) feet from the owner's property line;
(c) Is not used for storage, unless it is completely enclosed or covered;
(d) Does not hold stagnant water; and
(e) The immediate surrounding and underlying area shall be kept free and clear from all weeds, grasses and vegetation in excess of ten (10) inches high.
