No owner shall permit or allow a brush pile to exist on residential real estate in the City unless it complies with the following:
(a) Shall not include root balls, stumps, grass clippings, pine needles, leaves, lumber or anything in plastic or in any containers; and
(b) Shall not remain on the property for more than ten (10) days.
