1139.02 DEFINITIONS.
   For the purposes of this chapter, the following definitions shall apply:
   (a)    "Brush pile" means any collection of cuttings or trimmings from trees, shrubs, limbs and branches that is not a compost pile or firewood.
   (b)    "City" means City of Upper Sandusky, Ohio.
   (c)    "Compost pile" means any collection of outdoor waste matter 1" or less in diameter permitted to decompose for use on the property where a compost pile is maintained.
   (d)    "Hard surface" means an area with compacted base, surfaced with a thickness of asphalt, concrete, gravel or limestone, which prevents the growth of weeds and grass.
   (e)    "Interior furniture" means any furniture designed and intended for use inside a structure, building, or dwelling and designed in such a manner that exposure to the weather would cause damage to the furniture, including, but not limited to, stuffed sofas, mattresses, stuffed chairs, and associated cushions.
   (f)    "Junk" means old or scrap copper, brass, rope, rags, trash, waste, batteries, paper, rubber, iron, steel, and other old or scrap ferrous or nonferrous materials, and junked, dismantled or wrecked automobiles or parts thereof.
   (g)    "Litter” means any garbage, waste, peelings of vegetables or fruits, rubbish, ashes, cans, bottles, wire, paper, cartons, boxes, parts of automobiles, wagons, furniture, glass, oil of an unsightly or unsanitary nature, or anything else of an unsightly or unsanitary nature.
   (h)    "Motor Vehicle" means any vehicle, including mobile homes and recreational vehicles that is propelled or drawn by power other than muscular power or power from overhead trolley wires.
   (i)    "Owner" or "owners" means the owner of record of the premises in fee or of a lesser estate therein, a mortgagee or vendee in possession, land installment contract vendee, assignee of the rents, receiver, executor, administrator, trustee, lessee or other person, firm or corporation in control of a building or their duly authorized agents. Any such person thus representing the owner shall be bound to comply with the provisions of this Chapter to the same extent as if he or she or it were the owner.
   (j)   "Recreational vehicle" means a vehicle or equipment designed for or primarily used as a travel trailer, fifth wheel, camper, motor home, truck camper, tent camper, tent trailer, boat, jet ski, snowmobile, all terrain vehicle, or motorcycle.
   (k)    "Residential real estate" means any real estate located in an area with an R-1, R- 1A, R-2, R-3, or R-3A zoning designation in the City of Upper Sandusky, Ohio.
   (l)   "Trailer" means any vehicle drawn by a motor vehicle and designed or used to carry property wholly on or in its own structure, including, but not limited to construction equipment, tools, lawn equipment, boats, jet skis, snowmobiles, motorcycles, all-terrain vehicles, or livestock.
   (m)    "Zoning inspector" means the City of Upper Sandusky zoning inspector.
