(a) No person, firm or corporation shall locate, construct, erect, maintain, extend or remove a wind energy system in the City without first obtaining a zoning permit in compliance with the provisions of this Chapter.
(b) If a certificate is not so obtained the specified permit fee shall be multiplied by four (4) and a penalty of fifty dollars ($50.00) shall be imposed. However, payment of the fee shall not relieve any person of any other requirements or penalties prescribed in this Chapter.
(c) Wind energy systems in existence prior to the effective date hereof shall not be required to meet the requirements hereof. However, any modification to such a wind energy system shall be subject to the provisions of this chapter.
