1323.01 FLOOD HAZARD REVIEW.
   (a)   The Mayor’s office, or the Zoning Inspector, when same is appointed, shall review all applications for zoning permits for new construction and substantial improvements to determine whether proposed building sites will be reasonably safe from flooding. Such review shall include all matters under the jurisdiction of the Zoning Ordinance which are located in the flood hazard area. If a prepared building site is in a location that has a flood hazard, any proposed new construction or substantial improvement must:
      (1)   Be designed and anchored to prevent flotation, collapse or lateral movement of the structure;
      (2)   Use construction materials and utility equipment that are resistant to flood damage; and
      (3)   Use construction methods and practices that will minimize flood damages.
   (b)   The Mayor’s Office, or Zoning Inspector, when appointed, shall review subdivision proposals and other proposed new developments to assure that:
      (1)   All such proposals are consistent with the need to minimize flood damage; and
      (2)   All public facilities and utilities are located, elevated and constructed such as to reduce exposure to flood hazards.
   (c)   The Mayor’s Office, or Zoning Inspector when duly appointed, shall require new or replacement water supply systems and sanitary sewage systems to be designed to minimize or eliminate infiltration of flood waters into the system and discharge from the system into flood water, and require on-site waste disposal systems to be located so as to impairment of them or contamination from them during flooding.
   (d)   The zoning permit form now used by the City shall be amended to include a statement which indicates that the permit is to be issued for land located or not located in the flood hazard area. The Mayor shall adopt a form to be used for all zoning permits, or other reviews issued for improvements, construction and alterations made in the flood hazard area as designated by the map attached hereto and made a part hereof by reference. Such form is to be used to certify that requirements of this chapter have been met.
