No person shall install, place or locate a house trailer or mobile home upon any premises within the Municipality except in a regularly established, inspected and licensed trailer park. Henceforth, no building permits or other qualifying permits shall be issued for the construction, location or placing of house trailers or for attaching or connecting the same to the municipal water and sewer systems, except for such house trailers as may be located in regularly licensed, inspected and established trailer parks. However, all house trailers already constructed, located or established within the Municipality but outside of trailer parks, shall not be affected by this chapter and such house trailers may be replaced on the same premises if such replacement is completed within sixty days of the date of removal of such house trailer, otherwise this right of replacement shall be forfeited.
