1311.09 APPEAL; PUBLIC HEARING.
   The owner or owners may, within ten days after completion of service of such notice, make a demand in writing to the Building Inspectors for a hearing on the question of whether in fact a public nuisance, as defined in Section 1311.01(a), exists. The hearing shall be held within ten days following receipt of such written demand and at least two days' notice in writing of the hearing shall be given to the owner or owners. Such hearing shall be conducted by the Property Maintenance Board of Appeals. All members in attendance at such hearing board must concur that a public nuisance, as defined in Section 1311.01, exists before enforcement of the abatement is carried out. A copy of the decision of the Property Maintenance Board of Appeals shall be promptly served upon the owner or owners in the manner provided for in Section 1311.03.
