1311.02 INSPECTION OF PUBLIC NUISANCE; ABATEMENT NOTICE.
   (a)   Whenever the Building Inspectors suspect the existence in the City of a public nuisance, as defined in Section 1311.01, they shall promptly cause the premises on which they suspect such public nuisance exists to be inspected. Should the Building Inspectors determine that a public nuisance does exist, they shall cause photographs of such nuisances to be made and to file and to be kept in the Mayor's Office the written reports of the findings of the aforesaid inspection.
   (b)   If the Building Inspectors find that a public nuisance does exist, they shall give written notice to the owner or owners and to the persons occupying such building or structure or portion thereof if they are not the owners. The written notice shall specifically state the conditions and/or defects that cause the building or structure or portion thereof to be a nuisance and shall state that the work to eliminate such conditions and/or defects shall commence within thirty days and the work shall continue, either to complete the specified repairs or improvements, or to demolish and remove the building or structure or portion thereof within sixty days from the date of the service of the notice as provided in Section 1311.03. However, if any additional time is needed to complete the work, the Building Inspectors may, at their discretion, issue a written permit authorizing any additional time for the completion of any work herein. Further the owner or owners shall leave the premises in a clean, safe and sanitary condition being subject to the inspection and approval of the Building Inspectors. In cases of an emergency making immediate repairs necessary, the Building Inspectors may order the changes or demolition to be made within a shorter period of time. In case of emergency the notice shall require the building or structure or portion thereof to be vacated forthwith by the occupants, if any.
