(a) No person shall erect, remodel or improve property as described in this chapter and situated within the City, without first obtaining a building permit and causing it to be posted upon the premises.
(b) Council shall refuse to permit any person, firm or corporation who has not secured a building permit as provided for in this chapter to connect into and avail themselves of the services of the City sewerage or water systems.
