Go-cart and commercial race tracks may be permitted as special uses, provided the following conditions are met:
(a) Track, buildings, bleachers and other appurtenances are at least 500 feet from the nearest residential district.
(b) No permanent structures are placed in the flood plain and any grading of fill above flood level does not obstruct the flow of water in the stream at flood stage.
(c) Operating hours of the use shall not be between the hours of l l:00 p.m. and 10:00 a.m.
(d) Fencing and screen planting shall be required, adequate to buffer noise emanating from the use of the track.
(e) Any provisions for safety and elimination of hazards to users or adjoining property owners, shall be provided as determined by the Planning Commission and Council.
