SECTION 13.03 CHAIRMAN AND SECRETARY.
   At the first meeting of the Civil Service Commission after the Council has appointed members of the Civil Service Commission and at the first meeting of said Commission in each year thereafter, the members thereof shall appoint a Chairperson and secretary.
   The Chairperson shall be a member of the Commission.
   The secretary may be appointed from within or outside of the membership of the Commission, and, if not a member of the Commission, the secretary may hold other office or employment with the Municipality.
   The secretary shall keep an accurate record of the proceedings of the Commission.
