Upon the change of status of the Municipality from a village to a city as provided by the Constitution and laws of the State of Ohio, Sections 13.02 to 13.06, inclusive, of this Article providing for civil service shall become effective, and the Civil Service Commission hereinafter provided shall be appointed within sixty (60) days after receipt of the proclamation that the Municipality is a city. Until the civil service provisions of this Charter become effective as hereinabove provided, and except as otherwise provided in this Charter, all employees of the Municipality shall be appointed and may be promoted, demoted, disciplined and removed by the head of each department, office, board or commission, provided that such positions of employment have been authorized as provided in Section 4.07 of this Charter.
