955.04 BOATING REGULATIONS.
   (a)    Hand operated boats of the type authorized under State laws, when equipped as required by State law and duly licensed, and while being operated pursuant to and in compliance with the operation and safety laws and rules provided by the State, shall be permitted upon the lakes. All such boats, when not occupied and in use, shall be securely anchored and locked to anchorage on the bank.
   (b)    No person shall use any mechanical device or motor, other than an electric trolling motor, to propel a boat upon the waters of the lakes or use or permit the use by another, of any boat unless the same is licensed, approved and equipped as required by State law. No person shall operate a boat in a manner contrary to the operation and safety laws and rules provided by the State.
   (c)    No person, not the owner of the any boat, shall break the lock, chain or other line securing and anchoring such boat to the bank or shall break, damage or otherwise injure any such boat or take, steal or carry away any such boat or any part thereof or any equipment attached thereto or left therein without the consent of the owner thereof.
   (d)   When a regular boat loading and unloading ramp is provided and designated, no person shall enter any boat into the water of City lakes at any place other than at the boat loading and unloading ramp so provided.
