For the safety and protection of persons using the Parks and in particular for the protection of the children, a speed limit of fifteen miles per hour is hereby established for all drives and roadways within the Parks. Appropriate signs designating the speed limit shall be posted at or near the entrance of the Parks setting forth the speed limit. No person shall exceed the speed limit established in this section.
