SECTION 11.04 POWERS, DUTIES AND FUNCTIONS.
   The Park and Recreation Board shall provide for the development, maintenance, and operation of the parks, playgrounds, recreation facilities and programs for the Municipality.
   The Park and Recreation Board shall:
-    render assistance to and cooperate with organized groups conducting recreation programs,
-    stimulate interest in the care and preservation of historical and scenic sites,
-    make recommendations to the Council on the general state of the Municipality's recreation and park programs and facilities, and
-    perform such other duties and functions as the Council shall require by ordinance.
HOWEVER: the power to acquire, purchase, and accept as donations, or to sell, lease, or otherwise dispose of real property for park and recreation purposes shall be vested solely in the Council.
   The Park and Recreation Board shall have the ability to hire, control and supervise the employees who develop, maintain, and operate park and recreation facilities of the Municipality.
   The Park and Recreation Board shall make original and promotional appointments of such employees in accordance with the Civil Service System established by this Charter.
   The purchase of supplies, materials, equipment and contracts for work or service for park and recreation purposes shall be authorized by the Board provided that said funds are first duly appropriated by the Council.
   Said purchases and contracts shall be executed and awarded by the Mayor as provided by Sections 3.04 (8) and 4.07(g) of this Charter. (Amended November 8, 2022.)
