(a) All customers of the City’s water and sewage services are required to be customers of the City’s sanitation service, except:
(1) Vacant buildings upon proper notice to the City; and
(2) Commercial or industrial sanitation services not provided by the City.

(b) Any persons and/or entities and/or organizations violating this section shall be subject to a fine of one hundred dollars ($100.00) per week that City garbage collection is not utilized.
