(a) All regular residential services shall be billed on a monthly basis and payment for such service shall be within ten days after receipt of the bill.
(b) All regular commercial services shall be billed on a monthly basis and shall be paid within ten days after receipt of the bill.
(c) All special services shall be billed after the service has been rendered or at the end of the month at the convenience of the office personnel and shall be paid for within ten days after such billing.
(d) Any person, firm or corporation failing or neglecting to pay for such service shall have such service immediately discontinued. Any person failing to comply with the rules or regulations provided for such collection service shall have his service discontinued or suspended until compliance has been met.
(e) The placing of garbage or refuse or other waste material in a container belonging to a person subscribing and paying for the service, by a person not a subscriber or paying for the service, shall be an infraction of the rules and regulations for the collection and disposal of garbage, refuse and other waste materials and shall subject the person permitting such practice to be discontinued under the collection service program.
