Application for regular or commercial service and for special services where needed shall be made at the office of the City Water Department and upon subscribing for such services, the applicant agrees to abide by the rules and regulations as approved by the Service Committee and to pay the established rate for the regular and commercial services or the negotiated rate for the special services.
