The Service Committee may, unless restrained by action of Council, permit the collection service to be extended outside of the corporate limits of the Municipality. Inasmuch as the service is established primarily for the benefit of the residents of the Municipality, the right to discontinue nonresident services upon reasonable notice is reserved by the Municipality.
