In order to comply with the laws of the State of Ohio and the rules, regulations and directives of the State and local departments of health and to utilize the services and facilities of the established landfill disposal grounds made available through the office of the County Commissioners, it is necessary to establish a collection system for the Municipality and for the purpose of collecting and disposing of all garbage, refuse and waste materials accumulating within the Municipality and to dispose of the same in the landfill disposal grounds. The Service Department shall therefore acquire the necessary disposal equipment for such collection service and cause the same to be properly manned with personnel for door-to-door collection of such garbage, refuse and waste materials.
