SECTION 10.01 MEMBERSHIP.
   There is hereby created and established a Planning Commission which shall consist of five members as hereinafter provided.
   The Mayor shall be a member of the Planning Commission and shall serve as its Chairperson.
   The Council shall elect by a majority vote of its members one of its members to serve on the Planning Commission and said member shall act as Vice-Chairperson of the Commission.
   The Mayor and the member of Council as hereinabove provided for, as members of the Planning Commission, shall serve during their respective terms as Mayor and member of Council.
    In addition to the two members hereinabove provided, three citizen members of the Planning Commission, who shall be qualified electors of the Municipality and shall not hold any other municipal office, shall be appointed by the Mayor and confirmed by a majority vote of the members elected to Council for terms of four years.
    The first appointment of citizen members of the Commission by Council under this Charter shall be as follows: one of such members shall be appointed for a two-year term and two members shall be appointed for four-year terms, and thereafter each citizen member shall be appointed for four-year terms and shall continue in office until his successor is appointed.
   The executive head of the Upper Sandusky Local School District, or the successor, shall serve as an ex-officio member of the Planning Commission and may attend meetings and participate in the discussion of matters before the Commission, but shall not have the power to vote nor be counted in determining quorum or voting requirements.
